从水土保持概念浅析水土保持方案中存在
的问题(1)
摘要：一部分人因对水土保持概念理解肤浅，在编制水土保持方案时仅着眼于土体损失、夸大甚至是盲目使用工程措施、从字面上理解植物措施，没有意识到防治水体损失方面的保持利用、忽略对风力侵蚀的防治、不考虑甚至于不知道植物侵蚀和化学侵蚀等。简单的说，认为水土保持仅仅是把土、石、渣固定下来，即不让其发生位移，没有深入到防止土地退化方面的土地保育，使得方案的指导思想、采用的水土保持措施等与水土保持的根本目的相去甚远。鉴于此，特从水土保持概念的内涵与外延着眼，简单地分析一下水土保持方案编制过程中出现这类问题根源。

Abstract: Because of superficially understanding the water and soil conservation concept, some people just focus on soil body losing, exaggerateoreven use project measure blindly, and understand the measure of plants in literal way, while working out the water and
soil conservation projects, they have not realized the keeping and utilizing in preventing water body loss, and also neglect the prevention and cure the erosion wind erosion, not consideroreven don’t know that plants are erosion and chemical erosion etc. To put it briefly, they think water and soil conservation only make soil, stone and dreg fixed, in another word, not allow it take place displacement, it doesn’t deeply prevent land from degrade in the land care that make the guidelines of the projects, the measure adopt in water and soil conservation, etc. differ from the basic goal of water and soil conservation greatly. Owing to this, we briefly analyze the reason in the process of water and soil conservation projects special from the content of the water and soil conservation concept.
Key words: water and soil conservation concept the projects is worked out the water body losing land care 近些来年，随着国家对水土保持的重视，水土保持专业技术人员需求量急剧上升，因一时不能满足社会需求，使得一部分相近专业的技术人员流动到水土保持行业从事水土保持工作。这一类专业技术人员的水土保持专业知识相对薄弱，甚至有很大一部分人持“水保水保，人人会搞：挖坑栽
树，翻土种草”的肤浅认识，降低了水土保持行业人员的整体素质。然而这一部分人员又主要从事着水土保持工作重点之一的水土保持方案编制，因此，编制方案时会出现一些认识、理解上的问题。同时，审查方案的专家也并非是本专业人员，有时甚至全都不是，使得存在问题得不得重视。 这究竟是一些什么问题呢主要是仅着眼于防治土体损失的机械固定，夸大甚至是盲目使用工程措施，从字面上理解植物措施，没有意识到防治水体损失方面的保持利用，忽略对风力侵蚀的防治，不考虑甚至于不知道植物侵蚀和化学侵蚀等。
要讨论这些内容的不合理问题，首先得搞清水土保持概念的内涵与外延。
1水土保持概念内涵及外延
从查到的国际文献看，上世纪50年代，美国理查德·弗莱韦特等在《水土保持工程》中已使用“水土保持”一语-。但水土保持的概念则是由中国首先提出的，后被国际普遍采用，代替了原先的土壤保持。水土保持现行定义是：指防治水土流失、保护、改良与合理利用山区、丘陵区和风沙区水土资源，维护和提高土地生产力，以利于充分发挥水土资源的经济效益和社会效益，建立良好生态环境的综合性科学技术。
