Tomas Albert, 17, has a problem.

Though his skin is naturally pale, he prefers to show off his tan, an attractive brown color. When he is on holiday with his family on the Californian beach, he tends to redden and burn his skin. Using a tanning bed (日光浴床) is effective for those who want to have brown color. But the golden tan desired by many Californians just got a little harder for teens to achieve.

Under the law signed by Governor Jerry Brown on Sunday that is now the nation’s most restrictive, boys and girls under 18 are banned from using tanning beds. The law came into effect in January, 2012. The previous law allowed teens who are at least 14 to use a tanning bed with written permission from their parents.

Texas has banned children under 16 from using tanning beds, and other states have age restrictions. But California has become the first state in the US to

completely forbid all teens under 18 from the practice.

State Senator Ted Lieu, the law’s sponsor, said the higher age limit was necessary because the type of radiation used in tanning beds can lead to skin damage, which is the leading cause of cancer deaths in women age 25 to 30.

The warnings don’t alarm Tomas who was shopping with friends on Sunday. “I don’t think it is that bad.” His friend, 16-year-old Elise Filter of Berkeley, said, “I just think it looks a lot healthier to have natural color on my skin.”

“The danger of tanning beds isn’t ignored but the new age limit will hurt business owners,” said the Indoor Tanning Association, an industry group that said up to 10 percent of its members’ customers are under 18.

Several Bay Area tanning clubs said few of their customers are teens. But Svetlana Serbul, owner of Walnut Creek Tanning, said teenage girls made up 10 to 15 percent of her customers.

Serbul said she was already upset about a 10 percent tax on tanning-bed services, a fee President Barack Obama set to raise money for the federal health care system.
