浅谈完善城市土地使用权出让制度

摘要：我国土地资源总量丰富，但人口基数大，所以均占有量很低。越来越多的农村劳动力涌入到城市务工，导致大量的土地因为长期没有耕种出现荒废的景象，故应该完善土地使用权出让制度，保障大量的闲置土地资源得到综合利用，从而更好的解决当前土地利用遇到的难题。但就当下的城市土地使用权出让制度的建设现状来看，还存在诸多的不足，加大对其的分析探究有其显著的现实意义。

Abstract： China's land resources are abundant， but the population base is large， so they have a very low share. More and more rural labor into cities， leads to a lot of land devastation because there is no long-term cultivation. Therefore， we should improve the land use right transfer system， to protect a lot of idle land resources to be comprehensive utilization， so as to better solve the

problems encountered in the current land use. But on the current situation of the construction of urban land use right transfer system， there are still many problems， so it has its significant practical significance to increase its analysis and research.

随着城市人口的增长，原有的城市容量已经不能够满足高增长的发展需求，这就会导致周边大量的土地被征用，造成一定时期内大量的土地被闲置，如果每个城市都这样大量的囤地就会造成土地资源的浪费的。在这样的形势下针对于城市土地使用权出让制度被提出并得到相应的完善，从而解决土地资源利用率不高的问题，同时也是为了刚好的服务于未来的城市发展建设。尽管城市土地使用权出让制度很好的解决了城市规划过程中遇到的难题，但同样面临很多的现实难题，如果落实不好的话它又像一把双刃剑，这又将会制约城市化进程的发展。因此，完善城市土地使用权出让制度已成为当前我国土地使用制度改革迫在眉睫的任务。 在城市建设与发展中，我们不得不承认城市土地出让也是加速城市改造和建设的重要途径。政府实行有偿、有期限出让土地使用权，同时政府也可以凭借城市规模、地理优势从土地获得收益，为旧城区的改造积累资金。然而，由于管理机制还不够完善，相关的政策也不够统一，使得土地出让工作存在很多问题。
