The Headquarters is mainly responsible for policy formulation and decision making, while the Shanghai Head Office will act as an operating center for implementing the policies. In terms of technology, remote office automation systems will be set up linking the Headquarters and the Shanghai Head Office. The application of modern telecommunication technologies will significantly shorten the time lag between the formulation and implementation of policies.
