一、项目概况
1、项目由来
我国是全球第一大节能灯生产国,2005年产量达到17.6亿支,占世界总产量的90%。节能灯具有功率相对较小、光线品质高等优点,属于环保节能型绿色产品。临安是我国节能灯的生产基地,尤其是整灯的生产在我省处于较前列的水平,但长期以来由于技术、人才等因素的制约,节能灯管和整灯的生产自动化程度低,各节能灯生产厂家对灯管、整灯的产品质量和档次上一直止步不前。临安节能灯主要生产地是高虹镇,高虹镇节能灯工业起步于1993年,通过政府的引导与扶持,2000年在猷溪以南区块实施特色制造业绿色照明节能灯功能区,经过近几年的发展,目前已有21家企业集聚,使得高虹镇成为“节能灯之乡”,并实现了工业经济的跨越式发展。
临安市半球电子有限公司位于高虹镇虹桥村,是一家专业生产螺旋灯毛管的企业。现生产场地为租用,2005年企业生产螺旋灯毛管800万支,实现产值1000万元。随着近年来企业的发展,企业技术不断提升,加工量不断扩大,而目前租用在虹桥村的生产场地已无法满足企业进一步发展的需要,因此,鉴于目前节能灯行业良好的市场前景,同时为突破企业发展瓶颈,寻求新的发展空间,进一步扩大企业规模,提高生产能力和产品质量,增加产品品种,使企业在激烈的市场竞争中持续发展状大,企业决定投资1450万元在高虹镇节能灯功能区征地23.6亩,新建厂房、办公楼及辅助用房等,总建筑面积21800m2。项目一次规划、分期实施,一期用地约5.0亩,二期约18.6亩。项目建成投产后,形成年产3000万支螺旋灯毛管、1000万套整灯的生产能力,可望实现年产值7000万元,利税700万元。项目预计于2006年11月动工,2007年6月竣工。
2、建设地点
项目拟建于高虹镇节能灯功能区,周边地区均为工业企业及规划工业发展用地。拟建地块东侧为山体;南侧为空地,规划为临安市永富照明电器厂拟建用地;西侧为空地,规划为工业企业用地,约105m处为高虹大街;西北侧为临安彩旺照明电器有限公司、临安华恒照明电器厂(已建);北侧为杭州临安家乐电器厂(已建)、临安宇通光源有限公司(在建),约108m处为仇溪,约140m外为拜节移民村安置小区。

总投资:项目投资1450万元,资金由企业自筹950万元,商请银行贷款500万元。
