atthissecondappearingtotaketheoathofthepresidentialofficethereislessoccasionforanextendedaddressthantherewasatthefirst.thenastatementsomewhatindetailofacoursetobepursuedseemedfittingandproper.now,attheexpirationoffouryears,duringwhichpublicdeclarationshavebeenconstantlycalledforthoneverypointandphaseofhisgreatcontestwhichstillabsorbstheattentionandengrossestheenergiesofthenation,littlethatisnewcouldbepresented.theprogressofourarms,uponwhichallelsechieflydepends,isaswellknowntothepublicastomyself,anditis,itrust,reasonablysatisfactoryandencouragingtoall.withhighhopeforthefuture,nopredictioninregardtoitisventured.
ontheoccasioncorrespondingtothisfouryearsagoallthoughtswereanxiouslydirectedtoanimpendingcivilwar.alldreadedit;allsoughttoavertit.whiletheinauguraladdresswasbeingdeliveredfromthisplace,devotedaltogethertosavingteingdeliveredfromthisurgentagentswereinthecityseekingtodestroyitwithoutwar-

seekingtodissolvetheunionanddivideeffectsbynegotiation.bothpartiesdeprecatedwar,butoneofthemwouldmakewarratherthanletthenationsurvive,andtheotherwouldacceptwarratherthanletitperish,andthewarcame.one-eighthofthewholepopulationwerecoloredslaves,notdistributedgenerallyovertheunion,butlocalizedinthesouthernpartofit.theirslavesconstitutedapeculiarandpowerfulinterest.allknewthatthisinterestwassomehowthecauseofthewar.tostrengthen,perpetuate,andextendthisinterestwastheobjectforwhichtheinsurgentswouldrendtheunionevenbywar,whilethegovernmentclaimednorighttodomorethantorestricttheterritorialenlargementofit.neitherpartyexpectedforthewarthemagnitudeortheduration,whichithasalreadyattained.neitheranticipatedthatthecauseoftheconflictmightceasewithorevenbeforetheconflictitselfshouldcease.eachlookedforaneasiertriumph,andaresultlessfundamentalandastounding.bothreadthesamebibleandpraytothesamegod,andeachinvokeshisaidagainsttheother.itmayseemstrangethatanymenshoulddaretoaskajustgod'sassistanceinwringingtheirbreadfromthesweatofothermen'sfaces,butletusjudgenot,thatwebenotjudged.thatofneitherhasbeenansweredfully.thealmightyhashisownpurposes.\woeuntotheworldbecauseofoffenses;foritmustneedbethatoffensescome,butwoetothatmanbywhomtheoffensecomet.\ricanslaveryisoneofthoseoffenseswhich,intheprovidenceofgod,mustneedscome,butwhich,havingcontinuedthroughhisappointedtime,henowwillst
