电子健康卡的设计与实践
【摘要】目的：满足互联网形势下居民线上线下就医的需求，以安全可信的方式实现居民健康卡应用广覆盖，促进居民持卡就医；方法：在遵循居民健康卡整体技术架构的前提下，基于居民实名制身份信息，通过加载无卡应用安全机制，为居民生成以健康二维码为展现形式的电子健康卡，引导居民在线申领，以及结合实际兼容所有类型实体就诊卡，并通过跨域主索引实现电子健康卡跨医疗机构的扫码应用；结果：实践证明，电子健康卡通过承载丰富的便民应用，实现了“强应用、促发卡”的目标；结论：电子健康卡建设模式可快速复制。

Design and practice of Electronic Health Card
Abstract：Objective: To meet the needs of online and offline medical services for residents under the Internet situation, use a safe and reliable way to realize the wide coverage of residents' health cards, and to promote the card use for residents. Method:

On the premise of following the technical framework of the resident health card and real personal information of residents, by loading the security mechanism of the card-free application, create an electronic health card for residents in the form of a healthy two-dimensional code. Guide residents claim electronic health cards online and make it compatible with all types of entity card. Use cross-domain master index to realize the application of electronic health card cross medical institutions. Result: The practice has proved that electronic health card can carry rich convenient applications and realize the goal of promotion distribution. Conclusion: The electronic health card construction model can be replicated.

居民健康卡是由国家卫生和计划生育委员会统一标准推进实施、面向全国居民发放、在全国医疗卫生机构通用、方便居民看病就医及实现健康管理的基础载体[1]。2017年10月9日，国务院常务会议上提出“推动在医疗机构之间实现就诊卡和诊疗信息共享，全面推进医疗便民惠民服务”[2]，居民健康卡作为跨医疗机构应用的介质，其重要性被提升到新的高度。

为适应新时代背景下居民医疗健康的实际需求，国家卫生计生委统计信息中心提出基于健康二维码的电子健康卡建设理念，武汉市中心医院作为第一批试点单位，在武汉市卫生计生委的指导下，结合实际情况，开展创新融合应用。 基金项目：2017年居民健康卡应用试点委托项目（委托函编号：国卫统信中心便函[2017]144号）

随着互联网技术的发展，移动互联网已深入社会生活的各个领域,截至2016年12月，我国移动智能终端规模达13.7亿台，根据中国国家统计局数据显示，2016年中国大陆总人口为13.83亿，约人均一台智能终端设备[3]，艾媒咨询数据显示，我国移动医疗健康市场用户规模数量持续增长，2016年第四季度接近3.0亿，与2015年相比增长16%[4]，体现了居民对于移动互联网医疗应用的强烈需求。
