论城市应急物流
近年来，我国城市突发事件明显增加，而城市突发事件往往造成巨大甚至毁灭性破坏，特别是随着城市化进程的加快，城市规模的不断扩大，城市遭到突发事件袭击的威胁也在不断增加。如何提高应急物流物资的储备量，以及快速准确的预测灾区的物资需求量，快速构建合理的应急物流配送中心，同时以最合理的配送策略，将物资运送至灾区，是城市应急物流管理面临的首要问题。
本文以城市突发公共卫生事件为背景，对城市应急物流理论进行梳理，阐述了城市应急物流的概念和特性，分析了城市应急物资管理内容；接着对城市应急物流物资仓储与配送策略理论进行分析。本文基于城市应急物资的分类，运用成本利润法对城市应急物流物资，进行储备模式分类，再运用多目标标规划，对仓储管理模式进行建模，并以算例证明城市应急物流物资仓储模式的优越性；对城市应急物流的需求预测,构建了推拉式预测模型，并以算例分析证明模型的有效性；通过对城市应急配送中心的选址问题进行分析，运用基于德尔菲法的多目标规划方法，建立了城市应急配送中心选址模型，并通过算例分析，证明模型的合理性与优越性；通过对城市应急物流配送策略分析，提出在城市应急管理下的配送策略。
针对城市应急物流物资调配与运输管理软件系统的业务流程，进行系统架构及功能分析设计。结合现有的运输系统，实现了城市应急物流物资调配与运输管理软件系统开发。该系统可以实现，对城市应急物流物资的储备模式、仓储管理模式、需求预测管理、应急配送中心管理的综合管理。在系统管理中，实现仓储管理模式的自动判定；通过测试分析，证明系统生成的仓储管理模式的有效性，对城市应急物流管理具有重要的指导意义。 关键词：城市应急物流，仓储与配送策略，推拉结合算法，多目标规划

reasonable emergency logistics distribution center, while to transport supplies to the disaster area in the most reasonable distribution strategy, which are the most important issue for the City Emergency Logistics management.
