第一章 总 则
第一条 为贯彻“百年大计、质量第一”的方针，落实国务院《建设工程质量管理条例》，推动建筑施工企业加强质量管理，提高建设工程质量水平，制定本办法。
第二条 苏州市优质工程奖创建活动，贯彻“企业自愿申报，行业择优评选”的原则。优质工程获奖的名称定为“苏州市‘姑苏杯’优质工程奖”。
第三条 苏州市“姑苏杯”优质工程奖由苏州市建设局和苏州市建筑行业协会联合颁发。
第四条 苏州市“姑苏杯”优质工程奖是苏州市建设工程质量最高荣誉奖。评选对象是已经建成并交付使用的各类建设工程。获奖单位分别为总承包单位、建设单位、监理单位和其他参建单位。
第五条 苏州市“姑苏杯”优质工程奖每年评审一次，数量适度。
第六条 苏州市“姑苏杯”优质工程奖的评审工作在苏州市建设局指导下，由苏州市建筑行业协会负责具体实施。
第二章 评审组织机构
第七条 为保证评审工作的科学公正，成立苏州市“姑苏杯”优质工程奖评审工作组织机构。评审工作组织机构由评审委员会和专家考核组两部分组成，苏州市建筑行业协会根据要求做好相关工作。
评审委员会设主任一名，由苏州市建设局分管领导担任，并主持评审委员会会议；设副主任一至二名，由苏州市建筑行业协会有关领导担任；设委员若干人，由苏州市建设局有关处室负责人、各市建设局相关负责人、市工程质监机构负责人、苏州市建筑行业协会秘书处负责人组成。
专家考核组由各地建筑行业的专家组成，具体人员名单由苏州市建筑行业协会会同市建设局相关职能处室协商后确定。
第八条 评审委员会的主要职责：领导和组织评审工作，召开评审会议，听取苏州市建筑行业协会关于各地项目的申报、考评的组织、申报资料的复审等工作情况汇报；听取专家组的核查情况汇报；以有记名投票方式决定项目排序；处理评审工作中出现的问题并确定拟获奖项目的公示名单。

第十条 苏州市建筑行业协会在评选“姑苏杯”优质工程奖中的主要工作是：受理参评工程的申报；按照评审办法，制订《苏州市“姑苏杯”优质工程核查标准》；对申报资料复审；组织专家考核组对施工技术资料和申报工程核查；对专家考核组提交的书面核查报告和推荐工程项目名单进行汇总，向评审委员会提交汇总报告。
第三章 评选工程范围
第十一条 评选“姑苏杯”优质工程奖的工程必须是符合基本建设程序，已经建成使用的新建工程。主要包括：
1. 公共建筑工程和工业厂房，建筑面积分别在5000㎡及其以上。
2. 住宅工程：单体住宅工程建筑面积在3000㎡及其以上；住宅小区或组团，建筑面积在20000㎡及其以上；别墅应在同一区域内且建筑面积在3000㎡及其以上或达到10幢以上。
3. 园林建筑、仿古建筑其建筑面积在2000㎡及其以上，或工程造价在400万元以上。绿化工程工作量在
500万元及其以上。
4. 交通、水利、电力、通讯、市政等无具体规模标准划分的工程，工程造价在1000万元及其以上。
5. 新建项目的机电设备安装工程造价在1000万元以上或单独安装工作量在500万元以上，可作为参建单
位与单位工程一起申报。
6. 新建项目的装饰工程单项工作量在400万元及其以上，可作为参建单位与单位工程一起申报。
7. 新建项目的智能化工程的工作量在300万元以上，可作为参建单位与单位工程一起申报。
8. 个别工程规模达不到上述要求，但有突出影响、有纪念意义、且建筑风格独特，工程质量特别好，并有代表性，各方面反映良好的工程，也可以申报。
第四章 申报条件和办法

1. 符合法定基本建设程序。
2. 工程设计合理、先进，符合国家、行业设计标准和规范。
3. 申报工程的竣工年限，应为该评审年度的上一年度12月31日前竣工、且为验收合格的工程。
4. 工程施工符合国家、行业施工技术规范和国家工程建设强制性标准，符合国家环境污染控制和节能规范要求。施工中积极采用新技术、新材料、新工艺和开展QC小组活动。
5. 申报工程必须获得“苏州市优质结构工程奖”的项目（第十一条第3、4款除外）。
6. 申报工程为住宅小区的，其公共配套设施应完善，且入住率达到30%以上（含已销售数）。
7. 申报工程在施工期间未发生一般及以上质量、安全事故。
8. 已申报但未评上的工程不得再次申报。
第十三条 申报苏州市“姑苏杯”优质工程由总承包单位（或建设单位）负责；其他参建单位申报的，应将有关材料送至总承包单位（或建设单位）一并申报。
第十四条 其他参建单位申报苏州市“姑苏杯”优质工程必须同时具备以下条件：
1. 与总承包企业签订分包合同或是中标项目单独与建设单位签订合同的；
2. 完成的建安造价占总建安造价的20%及其以上或者达到第十一条规定的工作量；
3. 完成的分包工程必须全部符合质量技术标准。
第十五条 各市、区的工程由总承包单位（或建设单位）申报，各市、区建筑行业协会初审，并经各市、区建设局同意后向苏州市建筑行业协会推荐。苏州高新区和苏州工业园区的工程由总承包单位（或建设单位）申报，并经高新区建设局、工业园区规划建设局同意后向苏州市建筑行业协会申报。苏州城区的工程由总承包单位（或建设单位）直接向市建筑行业协会申报。
