1.0 中国电信早在2005年即开始开展基于PON技术的光纤接入工程现场试验，经过近几年的商用网络建设，PON网络已初具规模。
1.1 随着国家“三网融合”政策及加快光纤宽带网络建设指导意见的出台，中国电信宽带网络发展面临着新的机遇与挑战。另外，PON产业链的成熟和设备价格的大幅下降为FTTH的规模部署创造了有利条件。中国电信已于2010年开始大规模建设FTTH网络。
1.2 经过近一年FTTH新楼建设经验的摸索，同时结合EPON、GPON等技术的最新发展状况和兄弟省市PON网络工程建设的经验，特此制定一套基于FTTH光纤接入工程设计规范，用于规范和指导基于FTTH旧楼改造项目。
2. 总则
2.1 本规范主要适用于基于FTTH旧楼改造项目的施工。原则上保留原有入户的铜缆线路。
2.2 基于PON的光纤接入系统设计应具有开放性、安全性、可扩展性和灵活性，便于新业务和新技术的引入。
2.3 基于PON的光纤接入工程的建设规模、应用模式和采用技术方式应按其技术特点、经济性、满足年限和不同地区用户的不同需要分期分批建设，应与通信业务发展相适应，并适度超前。
2.4 对FTTH旧楼改造项目，应根据区域环境、网络发展不同阶段、装维人员技术水平等实际情况，明确工程和装维界面，以便FTTH网络及相应业务的稳步发展。 2.5 工程中采用的电信设备必须取得工业和信息化部“电信设备进网许可证”或通过中国电信入网测试。
2.6 在我国抗震设防烈度7烈度以上（含7烈度）地区公用电信网中使用的电信设备，必须取得“电信设备抗震性能检测合格证”。
2.7 工程设计必须考虑集团的通信发展和技术经济策略，同时应充分考虑突发灾害情况下的通信安全及施工维护的方便。
2.8 工程设计应贯彻国家节能减排、环境保护相关政策法规要求，在相同技术性能的条件下选用低能耗、环保产品。

2.11 本规范未涉及到接入网设备安装部分应符合YD/T 5139-2005《有线接入网设备安装工程设计规范》相关条款的规定。
2.12 本规范与国家有关标准（规范）相矛盾时，应按国家标准（规范）的相关规定执行。在特殊条件下，执行本规范中的个别条款有困难时，应充分论述理由，提出采取措施的报告，呈主管部门审批。
