1. 范围与目标Scope and Objective
本标准规定中国列车运行控制系统（简称CTCS）技术体制及基本框架。
This standard stipulates the technical system and basic framework of the Chinese Train Control System (CTCS for short).
本标准适用于各种铁路区段及客运列车。
This standard applies to all railway sections and trains.
本标准为CTCS技术规范总则。
This standard is CTCS General Rule for Technical Specification.
本标准目标是提高安全性能，满足互通运营，规范系统设计，适应发展需求。 The object of this standard is to improve the safety performance to fulfill train interoperation and to improve system design so as to meet the requirement of development.

3.1名词术语Technical Terms
允许速度Permit Speed
列车运行过程中允许达到的最高安全速度。
The highest safe speed allowed during the train operation.
目标速度Target Speed
列车运行前方目标点允许的最高速度。
The highest speed allowed before reaching the target point.
目标距离Target Distance

列车前端至运行前方目标点的距离。
The distance between the front end of the train and the target point.
目标距离模式曲线Target Distance Control Curve
以目标速度、目标距离、线路条件、列车特性为基础生成的保证列车安全运行的一次制动模式曲线。
One-off braking control curve for multi-sections generated on the basis of target
speed, target distance, line condition, train characters to ensure the safe operation of trains.

4. 系统描述System Description
4.1定义Definition
CTCS是为了保证列车安全运行，并以分级形式满足不同线路运输需求的技术规范。 CTCS refers to the technical specification that meets the requirements of different lines in the form of classification so as to ensure the safe operation of trains.
4.2基本功能Basis Function
在不干扰机车乘务员正常驾驶的前提下有效地保证列车运行安全。

To ensure the safe operation of trains without interfering with the normal operation of locomotive crew.
4.2.1 安全防护Safety Protection
4.2.1.1 在任何情况下防止列车无行车许可运行
To prevent trains from running without permission under any conditions.
4.2.1.2 防止列车超速运行
To prevent the over-speed running of trains.
a. 防止列车超过进路允许速度To prevent the speed of trains from exceeding the
route permit speed.
b. 防止列车超过线路结构规定的速度To prevent the speed of trains from exceeding
the speed stipulated by the line structure.
c. 防止列车超过机车车辆构造速度To prevent the speed of trains from exceeding
the design speed of trains.
d. 防止列车超过临时限速及紧急限速To prevent the speed of trains from exceeding
the temporary speed restriction and the emergency speed restriction.
e. 防止列车超过铁路有关运行设备的限速To prevent the speed of trains from
exceeding the speed restriction of relevant operating equipments.
4.2.1.3 防止列车溜逸To prevent trains from runaway.
4.2.1.4 测速环节应保证，一定范围内的车轮滑行和空转不影响ATP的功能，并具有轮
径修正能力
As for speed measurement, to a certain extent, wheel sliding and idling should not influence the function of ATP and should have wheel correction capability.
4.2.2 人机界面Man-machine Interface
为机车乘务员提供的必须的显示、数据输入及操作装置
To provide locomotive crew with required display, data input and operating devices.
4.2.2.1 能够以字符、数字及图形等方式显示列车运行速度、允许速度、目标速度和目
标距离
It is able to display the operating speed, permit speed, target speed and target distance of the train in such forms as character, digit, graphic, etc.
