第3.1.2条基地应满足科学实验工作的要求，并应具有水源、能源、信息交换和协作条件，交通方便。
第3.1.3条基地选择应满足建筑用地、实验用地、绿化用地和环境净化的需要，并应留有发展用地。
第3.1.4条基地与易燃、易爆品生产及储存区之间的安全距离应符合国家现行有关规范的规定。
第3.1.5条基地应避开噪声、振动、电磁干扰和其它污染源，或采取相应的保护措施。对科学实验工作自身产生的上述危害，亦应采取相应的环境保护措施，防止对周围环境的影响。
第3.1.6条基地应有相应的安全消防保障条件及措施。
3.2总平面设计
第3.2.1条总平面设计应符合科学实验工作的要求，规划面积指标应按《科研建筑工程规划面积指标》的规定执行。
第3.2.2条总平面设计应包括各类用房、室外实验场地和道路的平面布置及竖向设计、公用设施管网的综合设计及环境设计等。
第3.2.3条总平面设计应合理利用基地的原有地形、地貌、地物、水面和空间以及现有的公用设施等。
第3.2.4条各类用房宜集中布置，做到功能分区明确、布局合理、联系方便、互不干扰，且留有发展余地。
第3.2.5条住宅不宜建在科学实验区内。当建在同一区域内时，则应相互分隔，另设出入口，并应符合防止污染及干扰的有关规定。
第3.2.6条使用有放射性、爆炸性、毒害性和污染性物质的独立建筑物或构筑物，在总平面中的位置应符合有关安全、防护、疏散、环境保护等规定。
