关于中国高校青年志愿者组织发展现状的思考
摘要：我国高校青年志愿者组织具有非政府性、非营利性、自治性、自愿性、公益性、组织性和互异性,一般接受共青团的领导,具有第三部门的性质。作为青年志愿者队伍的一个重要组成部分，高校青年志愿者组织在志愿服务方面发挥着重要的作用。目前我国各种形式的青年志愿者活动在不断兴起, 但随着社会环境的不断变化和志愿者行动的不断发展，这种 “自上而下发起，自上而下推广”的发展模式所带来的问题与弊端已经日益凸显，并且在高校的青年志愿者组织中显现得更为突出和明显。本文试图从理论上对我国高校青年志愿者组织的发展背景、现状及存在的问题作出论述，并对我国青年志愿者组织的发展提出相应的一些建议和想法。

Abstract：Youth volunteer organizations in colleges and universities with a non-governmental, non-profit, autonomy, voluntary, public welfare, organized and greatly reduced.moreover, generally accept the leadership of the communist youth league is the nature of the third sector. As an important part of young volunteers, youth volunteer organizations in colleges and universities play an important role in volunteer service. At present, the various forms of youth volunteer activities continue to rise, but with the changing of social environment and the continuous development of the volunteer action, this kind of \model of development brought about by the problems and disadvantages have been growing, and in the youth volunteer organization in colleges and universities appear more prominent and obvious. This article attempts from the theory of our country college youth volunteer organization's development background, present situation and existing problems of the paper, and put forward corresponding to the development of Chinese youth volunteer organization of some ideas and Suggestions.

一、中国青年志愿者组织概况
（一）、中国青年志愿者组织的背景概述 1. 机构概况
中国青年志愿者协会成立于1994年12月5日，是由志愿从事社会公益事业与社会保障事业的各界青年组成的全国性社会团体，是中国共产主义青年团中央指导下的，由依法成立的省、自治区、直辖市青年志愿者组织和全国性的专业、行业青年志愿者组织和个人自愿结成的全国性的非营利性社会组织，是全国青联团体会员，联合国国际志愿服务协调委员会（CCIVS）联席会员组织。协会通过组织和指导全国青年志愿服务活动，提高青年的整体素质，为经济社会的协调发展和全面进步做出贡献。协会在宪法和法律的范围内开展工作，奉行\奉献、友爱、互助、进步\的准则。 2. 基本任务
