1、甲方的职责
（1）负责组织施工合同“交底”和施工组织方案的审定以及建设单位、地
方社会环境资源的联系衔接；
（2） 负责项目运转所需资金的筹措及其他风险控制； （3） 协助乙方组织竣工验收、竣工决算和评优申报；
（4） 负责组织项目管理期间和终结时的考核审计；兑现项目承包
人经济收益（包括薪金）或实施经济赔偿处罚；
（5） 协助乙方选聘项目管理人员，组建项目经理部，配置其他生
产要素；
（6） 根据项目需求及乙方请求对外签订劳务分包合同、材料设备
购置合同、机械材料租赁合同等。
2、甲方的权限
（1）有权对乙方的施工管理工作进行指导、检查、监督、协调； （2）除建设单位指定外，有权将项目的安装和装饰装修工程分包给集团公司所属专业公司；
（3） 乙方违法、不执行国家标准不按规范进行管理施工、违反集团承包管理办法的情况下，甲方有权进行纠正，责令停工整改、予以经济处罚、终止承包合同、调整承包人。
六、 乙方的职责和权限
1、乙方的职责
（1）代表企业实施项目管理，遵守国家法律法规，执行强制性标准，执行企业相关管理制度，积极维护企业合法权益；对所施工的项目自开工准备至竣工验收，实施全过程、全面管理；

（5） 在企业授权范围内负责与建设单位、监理单位、地方政府相
关部门、企业管理层的工作联系和协调，负责劳务分包、协作单位的管理；
（6） 解决施工现场和项目经理部出现的问题，发现和处理突发事件；
（7） 负责竣工验收和竣工结算，提供和准备相关技术
经济资料；
（8） 协助企业进行项目的检查、鉴定和评优、评奖申报； （9） 负责员工的管理教育、企业文化和精神文明建设；
（10）接受上级和地方建设行政主管部门的检查监督，认真落实整改意见，提高管理水平；接受本企业的检查监督和考核审计；
（11）处理项目经理部善后工作和工程质量保修服务，完成清收工程款等债权债务的清理和移交；
（12） 按照甲方的要求报送完成各种指标的情况；
（13） 按分公司规定及时足额交纳职工的各种保险及住房公积金等
费用。 2、乙方的权限
（1） 代表甲方实施项目管理，全面履约施工合同，遵守国家法律法规，执行强制性标准、规范和甲方相关管理制度；
（2） 根据甲方的授权，组建项目经理部，主持项目经理部全面工
作；
（3） 确定项目经理部组织架构，选择聘用管理人员和生产工人，
少数关键岗位的管理人员按规定程序可外聘；确定管理人员职责、
权限，并组织考核奖惩 （4） 有权在甲方确定的合格分承包方名单中选择劳务队伍，但必须报发包方备案；
（5） 甲方授权的范围内自行组织物资采购；
（6） 按照集团公司资金管理办法，决定其项目资金的使用； （7） 按照以收定支、效率优先的原则决定项目经理部人员薪酬分
配（参照局对项目薪酬分配管理办法）
（8） 根据企业授权，协调处理与项目有关的内外部事项，重点跟
踪后续工程项目和参与其他项目的经营活动。
