一、指导思想
以邓小平理论、“三个代表”重要思想和党的十七大精神为指导，以科学发展观为统领，以确保全县火灾形势持续稳定为目标，努力构建“党委政府统一领导、相关部门齐抓共管、社区（农村）履行责任、社会单位全面负责、广大群众共同防范”的网格化消防工作机制，着力做大做强做实乡镇、办事处消防工作，最大限度地预防和减少火灾事故发生，为构建和谐社会创造良好的消防安全环境。
一、加强领导，明确网格化管理的工作职责
为加快推进消防安全网格化管理工作，我镇成立了网格化消防安全工作领导小组，由镇党委副书记、镇长何聪道任组长。其他班子成员任副组长，相关站办所负责人、各村村委主任等为成员，领导小组下设办公室，办公室设在镇消防中队，由消防中队队长刘国彬任办公室主任，具体负责告成镇辖区、阳城工业区、徐庄镇辖区的消防安全网格化管理工作的组织协调。 具体职责分工是：
（一）告成镇消防安全网格化管理工作领导小组全面负责

（二）告成镇消防安全网格化管理工作领导小组办公室负责消防安全网格化管理的组织协调工作，具体指导各村的消防安全网格化管理工作。
（三）镇其他班子成员为分管责任区的消防安全网格化管理工作第一责任人。
（四）各村村委主任为所在村消防安全网格化管理工作的第一责任人。
二、分解任务，细化网格化管理的具体内容
在摸底调查的基础上，按照健全消防安全网格化监管体系、完善消防安全监管运行机制的总体要求，出台实施方案，收集相关信息，划分各级网络，对事故隐患、重大危险源等问题进行排查登记，建立台账和档案，确定各级网络、各个责任区指责。通过建立三级网络，形成“横到边、纵到底”的安全监管网络，把网格化管理科学涵盖到整个辖区，力争实现“无缝隙、无缺口”的消防安全监管格局。
（一）分层分级建立责任区。以镇政府为单位建立一级大网格；以24个行政村为单位建立24个中级中网格；以个村民小组为单位建立200个三级小网格。
（二）落实责任区包片领导。一级大网格明确1名分管消防安全工作的领导，设置3名专职安检人员；二级中网格按

（2）负责所在辖区范围内划分网格化管理责任区。 （3）制定本镇《消防安全网格化管理方案》，划分各安全管理责任区，标明各安全责任区的位置、安全责任人、监管区域或单位等。
（4）明确每个责任区的责任人，明确其在责任区内的安全管理职责，并签订责任书。
（5）严格按照有关规定，落实安全管理责任制，及时研究、部署、指导责任区的消防安全管理工作，积极开展各类专项整治和重大隐患排查治理工作。
（6）责任人要严格按照职责要求，加强安全检查，及时发现和消除安全隐患，做好消防安全的防范工作。 2、二级中网格主要工作职责是：
（1）负责本村的消防安全网格化管理工作。
（2）制定本村《消防安全网格化管理方案》，根据各村具体情况划分各安全管理责任区，标明各安全责任区的位置、安全责任人、监管区域或单位等。
