珠海市城市规划技术标准与准则
1 总则
1. 1 为实现现代化城市的建设目标,促进经济、社会和环境的可持续发展,
提高城市规划建设水平,实现城市规划编制和管理的标准化、规范化和法制化,根据《珠海市城市规划条例》以及其它相关法律和法规的规定,制定本标准与准则。
1. 2 本标准与准则以国家和广东省的有关规范及标准为依据,参照经济发
达地区同类城市的技术标准与准则,并结合珠海市城市发展的目标要求和实际情况制定。
1. 3 在珠海市行政区范围内从事城市规划编制和规划管理工作,应按本标
准与准则执行。
1. 4 珠海市城市规划的编制和管理除执行本标准与准则外,还应符合国
家、省和市现行有关法律、法规及其它强制性标准的规定。
1. 5 本标准与准则解释权属珠海市规划局。 1. 6 本标准与准则自发布之日起30日后施行。

2 城市用地分类与规划建设用地标准
2.1 城市用地分类
2.1.1 城市用地分类适用于各阶段的城市规划编制和管理及城市用地统计
工作。
2.1.2 城市用地分类应以土地的使用功能为主导,适当兼顾其它相关因素综
合确定。
2.1.3 城市用地分类根据国家标准《城市用地分类与规划建设用地标准》,采
用大类、中类和小类三个层次的分类体系,并结合珠海市实际情况,共分为11大类、59中类、88小类。
2.1.4 使用城市用地分类标准时,应根据工作性质、工作内容及工作深度的
不同要求,采用本分类的全部或部分类别。
2.1.5 城市用地分类代号采用英文字母和阿拉伯数字混合型代号,大类采用
大写英文字母表示,中类和小类各增加1~2位阿拉伯数字表示。
2.1.6 城市用地分类和代号应符合表2.1的规定。
